Greece recorded a primary budget surplus of €5.725 billion in the first seven months of 2026, comfortably beating the government’s target as tax revenues continued to outperform expectations.
According to provisional figures from the Ministry of National Economy and Finance, the January–July primary surplus came in well above the €4.417 billion target set for the period.
The figures provide another indication that Greece’s public finances remain on a solid footing, although the ministry cautioned that part of the better-than-expected performance reflects the timing of payments and one-off revenue.
Budget Deficit Smaller Than Expected
The overall state budget balance showed a deficit of €389 million for the first seven months of the year.
That was considerably better than the €1.323 billion deficit projected in the budget target.
The picture differs from the same period last year. Between January and July 2025, the state budget recorded an overall surplus of €2.168 billion, while the primary surplus stood at €7.939 billion.
The year-on-year comparison, however, does not tell the whole story, as the timing of revenues and expenditure can have a significant impact on interim budget figures.
Primary Surplus Beats Target by Around €1.3 Billion
At first glance, this year’s primary surplus exceeded the government target by approximately €1.3 billion.
The Finance Ministry stressed, however, that the entire difference should not be treated as additional permanent fiscal space.
A significant part of the overperformance is linked to shifts in the timing of government payments and exceptional revenue, meaning the headline figure needs to be viewed with some caution.
That distinction will be particularly important in the coming weeks as the government assesses how much fiscal room is available for new economic measures.
Tax Revenues Continue to Outperform
Tax collection remains one of the strongest parts of the budget execution figures.
Revenues continued to run above expectations during the first seven months of the year, helping keep the primary balance comfortably ahead of target.
The latest figures extend a trend seen throughout 2026, with Greece repeatedly reporting fiscal results stronger than those originally projected.
The government will be watching the August data closely as it finalizes its economic policy announcements ahead of the Thessaloniki International Fair (TIF) in September.
